The Canadian Securities Administrators (CSA) and the Investment Industry Regulatory Organisation of Canada (IIROC) have jointly released a consultation paper to obtain feedback in response to concerns regarding the internalization of retail / small orders within the Canadian equity market.

While there are a number of competing interests, the underlying goal of the CSA and IIROC is to ensure the protection of investors, and to foster fair and efficient capital markets and confidence in capital markets. The consultation paper considers:

o Background information, including a description of the relevant aspects of the current Canadian regulatory rule framework and the underlying objectives;
o Relevant data in relation to the magnitude of internalisation in Canada;
o Specific issues and concerns; and
o Other related issues.
