On 11th September 2026, the China Securities Regulatory Commission (CSRC) revised the “Measures for the Supervision and Management of Futures Companies” and formulated the “Announcement on Relevant Matters Concerning the Implementation of the “Measures for the Supervision and Management of Futures Companies”.

The main revisions include the following:

  1. Divide futures company business into basic business (domestic futures brokerage, futures trading consulting) and trading business (futures market making, futures asset management, derivatives trading), and specifically improve the regulatory requirements for the establishment, alteration, and business access of futures companies.
  2. Strengthen the supervision of shareholders and actual controllers of futures companies, reinforce shareholders’ obligations to explain and report, and improve the transparency of futures company equity.
  3. Improve the corporate governance and internal control of futures companies, requiring them to establish and improve their organizational structures and strengthen compliance management, risk management, and internal control requirements.
  4. Strictly supervise the subsidiaries and branches of futures companies and strengthen filing management.
  5. Improve the business rules of futures companies, refine general business norms, and improve the norms for major businesses such as domestic futures brokerage, futures market making, and futures asset management.
  6. Comprehensively strengthen regulatory enforcement and further improve the supervision, management, and legal liability clauses.
