On 3rd July 2026, Central Securities Depository (CSD) announced Changes and Additions No. 22 to the Rules for Registrar and Depository Activities (General Part) were duly approved.

The amendments and additions provide, inter alia, for the following:

  • clarification and systematization of the types of personal accounts and the categories of persons for whom such accounts may be opened;
  • segregation of the provisions governing personal accounts in the system of registers of instrument holders from the provisions governing personal accounts of nominee holders;
  • introduction, in accordance with the legislation of the Republic of Kazakhstan, of the synonymous terms “depositor’s personal account” and “nominee holder’s personal account”;
  • establishment of provisions governing conditional personal accounts;
  • introduction of an “underlying asset” section of a personal account for the accounting of instruments constituting the underlying asset of digital financial assets, as well as the possibility of accounting for such instruments in the “underlying asset” section of a sub-account opened under a depositor’s personal account.

The amendments shall enter into force on July 21, 2026.
