SAUDI ARABIA: Tadawul Proposes Draft Amendments to the Listing Rules

On 25^th February 2026, the Saudi Exchange (Tadawul) announced the publishing of the Draft Amendments to Listing Rules for public consultation, which can be viewed through the following link:

The proposed draft amendments aim to allow the Direct listing of shares of a company owned by a listed company on the Main Market, where the issuer’s application to list its shares directly has been exempted from the public offering requirements. In addition, regulating the requirements for submitting application for direct listing on the Main Market to the Exchange and the approvals required to be submitted by the issuer.
